摘要:
高校干部培训的行政化倾向而非市场化导向是影响其质量的主要因素。对培训需求与要求把握不准、对培训主体尊重不 够以及培训资源整合的不充分是高校干部培训的主要不足。以需求为导向、以能力提高为首位、以开放竞争为手段是高校干部市 场化培训的基本要求。思想观念的转变、体制机制的转变以及方式方法的转变是提高高校干部培训质量的关键。
Abstract:
The main facto r affect ing the quality is no t the market o rien tat ion bu t the tendency of adm in ist rat ive t rain ing. The majo r sho rtcom ings of un iversity cadre t rain ing are inco rrect grasp ing the demand and the request of t rain ing, inadequate respect fo r the sub ject of t rain ing, and in suff icien t in tegrat ion of t rain ing resou rces. Demand - o rien tat ion, imp roving ab ility and open compet it ion are the basic requ iremen t s of market- o rien ted t rain ing. The key to imp roving the t rain ing quality of un iversit ies cadres lies in the change of concep t, system and mechan ism , as w ell as w ays and mean s.
