摘要:
行政之恶在各种复杂组织中普遍存在,也时常出现在我们的社会生活当中。随着后工业社会的到来,高度复杂性与不确定性日益凸显,行政之恶也渐渐成为严峻的政治和社会问题,对政治生态和社会和谐造成了不可忽视的影响。在技术理性下滋生的行政之恶极其隐蔽,正当、合法的程序甚至可能为其披上了看似合理和高尚的外衣,将少数行政人员甚至是社会公众伤害于无形之中。因此,要为当代公务员的伦理困境寻找合适的出路,就必须加强对行政之恶的正视与矫正,必须反思当前中国的社会环境、文化根源以及社会基本制度,有效地防范与规避行政之恶。
Abstract:
The evil of administration not only exists in the industrial society and even in earlier social forms, but also often appears in today’s society. With the arrival of the post-industrial society, the high complexity and uncertainty are becoming increasingly prominent, and the evil of administration has gradually become a serious political and social problem, which has brought about non-negligible impacts on political ecology and social harmony. The evil of administration that breeds under technical rationality is extremely hidden and difficult to notice. Legitimate and legal procedures clothe it with what seems to be reasonable and noble, and harm a few administrative staff and even the public in society. In order to find a suitable outlet for the ethical predicament of contemporary civil servants, it is necessary to reflect on the social environment, the cultural root and the basic social system in China so as to effectively prevent and avoid the evil of the administration.
