摘要:
高等院校实行部门预算存在着预算编制的时间紧、任务重, 预算编制基本依据难以合理确定, 预算科目和定额不能完全满 足高校需要等问题。应提前编制高校工作计划, 细化预算编制, 制定科学合理的预算定额, 积极推行零基预算, 并逐步建立高校 财务预算管理的新体系, 更好地适应高校发展的要求。
Abstract:
The implementatio n of departmental budgeting in institutions of higher learning meet w ith the di fficulties of the pressing time, the excessiv e duty , and the di fficulty o f establi shing the reaso nable basics o f budgeting. Besides, the budget i tems a nd the fix ed qua nti ty canno t completely meet the univ ersi ty needs. We sho uld make the univ ersi ty wo rk plan ahead o f time including the subsectio n budg et, determine reaso nable, scientific fixed budg et quanti ty , activ ely carry out the zero- base budget , and establi sh a new system of univ ersi ty financial budg et manag ement g radually to meet the needs of univ ersity dev elopment.
