摘要:
科技人才结构的调整和优化是推动经济发展方式转变和产业结构调整的重大举措。目前, 科技人才存在着职称结构、学 历结构、年龄结构、行业结构不合理及高层次人才缺乏、研究与试验发展人员较少、队伍稳定性较差等问题。优化科技人才结构, 必须强化人才工作理念, 让人才优势转变为科学发展优势; 加大高层次人才的引进力度, 优化科技人才的层次结构; 重视中青年 人才的培养力度, 优化科技人才的职称结构; 加强新兴产业人才的整合力度, 优化科技人才的行业结构; 完善输入性人才的配套 政策, 增强科技人才的稳定性。
Abstract:
T he scient ist s and technicians st ructur e' s adjustment and the opt imizat io n are the impetus to economic t ransformat ion and industr y r est ructure. At pr esent , scient ist s and technicians pro fessional t it le st ructure, Educat ional Backgro und St ructur e, age st ructure, industr il st ructure are irr at ional w ith inadequate high- level talent s and R＄D per sonnel and poor staf f stability . The o pt imizat ion of scientist s and technicians st ructure must st reng then the talented per sons’w or k idea, t ransform talent s superiority into scient if ic development superiority; incr ease talents int ro duct ion, opt imize scientists and technicians' hierarchical st ructur e; emphasize the middle- ag ed talents’t raining; Consummate support ing policies for the input talented persons and enhance scient ist s and technicians' stability.
