摘要:
“太湖蓝藻事件”的实际案例结合公共经济学的基本原理和新制度经济学的产权分析, 揭示了产权残缺不明、产权责任 体系缺失是“公地悲剧”发生的主要原因, 只有在有效的政府管理和完善的市场机制下界定明晰的产权, 实行排污权可交易制度, 才能够充分合理地使用和管理公共湖泊资源, 防止此类负外部性事件的再度发生。
Abstract:
With the basic tenets of public economics and the property right analy sis of new inst itut ional economics, “T aihu Lake cy anobacteria incident”reveals that incomplete property right s and the lack of property responsibility system are mainly responsible for the “t rag edy of the commons”. Only by defining the property rig ht s clearly and carry ing out a system of t radable emission rights, in effect iv e government manag ement and the market mechanism improved, can w e fully utilize and supervise public lakes rationally to prevent such negative ex ternal incidents from happening again.
