摘要:
药品的安全监管是贯彻十八大精神的重要体现，有利于保障消费者的权益。针对目前我国药品安全事件频发的现状， 基于主体协同和过程协同相结合的协同监管视角，通过被监管者的分层，对不同规模企业实施不同的监管重点和监管人; 通过 监管者的分类，对不同监督职责的主体实施不同的监管程序和责任。与此同时，要有针对性低加强监管过程中各个环节的监管 力度，完备问责机制，最终达到有效监管和保障药品安全的目的。
Abstract:
The spirits of the 18th CPC National Congress are fully embodied by the drug safety supervision which will help protect the consumers' rights and interests． Based on the present situation that drug safety events happen frequently in our country，this paper takes the perspective of synergetic supervision which is the combination of body synergy and process synergy． Through the classification of the regulated，enterprises of different scales will have different regulatory focuses and supervisors． Through the classification of the regulators，different regulatory bodies will go through different regulatory processes and take different responsibility． At the same time，we should strengthen supervision of every link in the regulatory process to the point，and complete accountability mechanism to finally achieve the goal of effective regulation and to ensure the safety of drugs．
