摘要:
建设海峡西岸经济区过程中构建服务型政府, 是海峡两岸发挥优越的地理位置、把握惠民政策契机以及传承闽台文化的 重大时代背景。服务型政府建设指明了海峡西岸经济区中心的福建省特有的战略定位。为此, 处于海峡西岸经济区核心地位的福 建各级政府必须在推进公共服务均等化、健全公民参与制度、道德驱动转制以及创新服务供给与运行机制等实质性对策思路指导 中着力解决海峡西岸经济区视阈下服务型政府建设过程中的困难, 实现海峡西岸经济区整体协调发展。
Abstract:
Constructing a service- oriented government, in the process of building the economic zone on the western shore is a background of the times betw een Fu jian and Taiw an fo r p laying a st rategic locat ion acro ss the Taiw an St rait to seize the opportun ity fo r farmer- f riendly po licy, as w ell as herit the cu ltu res bo th Fu jian and Taiw an. The service- orien ted governmen t has po in ted ou t the bu ilding of theW estern Sho re Econom ic Zone of Fu jian un ique st rategic po sit ion. Fu jian governmen t s at all levels therefo re are encou raged to so lve the p rob lem s in p romo t ing equalizat ion of pub lic services, cit izen part icipat ion system perfect ing, eth ics- driven t ran sfo rmat ion and of innovat ing service supp ly and operat ion mechan ism so as to realize coo rdinat ive developmen t of theW estern Sho re Econom ic Zone as a w ho le.
