摘要:
传统的城市社区治理结构及运行机制随着业主委员会的出现发生了深刻的变化, 住房市场化改革使得公民权利意识随着 私有产权的确立而获得了伸张空间。初具公民社会组织基本特征的业主委员会具有维护广大业主利益的公共目的, 其对公共事务 的参与和讨论促进了住宅社区公共领域的形成, 这些都体现了新型社区治理中公民社会的基本属性。
Abstract:
With the appearance o f Ow ners ' Commi t tee in China, the t radi tio nal urba n communi ty g overnance structure a nd o perational mecha nism has chang ed dramatically. Owing to the ma rket- o riented housing refo rm, the citi zens hav e st reng thened their rig ht co nsciousness as the establishment of priv ate property rig hts. The Ow ners ' Commi ttee bearing basic cha racteristics of civi l social org aniza tion hav e the common purposes to protect the interest s of the ow ners and thei r par ticipa tio n in and di scussion o n the public a ffai rs to promo te the fo rmatio n of the public realm, w hich embodies the basic pro perties of civil society in new communi ty g ov ernance.
