摘要:
郊区城市化是在市场经济和制度革新的作用下, 城市的要素从原来的城市中心空间置换到城市郊区空间, 是“集聚效 应”和“扩散效应”的动态作用。常州市郊区城市化主要是常州市场经济和工业化快速发展、土地有偿使用制度改革和产业结构 调整、住房和户籍制度改革、基础设施逐步完善等方面共同作用的结果。保持常州市郊区城市化的健康持续发展要做好五个必须: 必须加强宏观规划与指导, 形成良好的城郊空间结构; 必须优化房产供应结构, 推进住宅郊区城市化; 必须调整产业结构和功能, 推动中心城区可持续发展; 必须强化政策引导, 推
Abstract:
The urbanizat ion of the o ut skirt s is a process t ransit ing urban ingredients fr om the or ig inal urban centr e to out skirt s under the push of market economy and Inst itut ional Innovat ion, w hich is a dynamic funct ioning of “concent rat ion ef fect”and “d iffusion ef fect”.T he urbanizat io n o f Chang zhou out skirt s result s from fast dev elo pment of Changzho u market economy and indust rial ization, a reform to the sy stem of compensated use of land and readjustment of industr ial st ructure, a refo rm to the housing and ho usehold regist rat ion sy stem as well as the gradual improv ement of the infr ast ructur e. To keep a healthy and sustainable advancement of the urbanization of Changzho u out skirts, five requirements must be g ratif ied: macro plans and g uidance is to be intensified so as to build a good out skirt s str ucture; the supply str ucture of real estate is to be opt imized, promot ing the urbanizat ion of suburbs; industrial st ructur e and it s funct ion is to be readjusted, enhancing the sustainable development of the urban cent re; po licy guidance is to be str engthened, pushing the harmo nious development o f the urbanizat io n of outskirt s; the natural and so cial environment o f the outskirt s is to be pro tected, increasing the residing advantag e o f the urbanization of out skirt s.
