摘要:
科学发展观是坚持以人为本, 全面、协调、可持续的发展观, 建设生态文明已成为落实科学发展观、构建和谐社会、实 现经济社会环境协调发展的迫切任务。生态环境意识、环境法律政策、环境行政执法和司法等诸多因素, 制约了生态文明建设的 进程, 公众参与、生态补偿、环境责任及纠纷解决问题是生态文明建设中面临的难题, 应通过建立和完善公众参与机制、生态补 偿机制、生态安全预警应急机制、ADR 争端解决机制等环境法治保障机制予以解决。
Abstract:
Scientific development concep t is the idea of individual - based, comp rehensive, coordinated and sustainable development. Ecological civilization building has become an urgent task of fulfilling scientific development concep t, building a harmonious society and realizing coordinated development of econom ic and social environment. The environmental consciousness, environmental law s and policies, environmental adm inistrative law enforcement and judicature, and many other factors restrict the p rogress of ecological civilization building. Such p roblem s as public participation, ecological compensation, environmental responsibility and dissension solving can be solved by the system of environment law guarantee, such as public participation system , ecological compensation system , ecological security w arning system , ADR dispute settlement system.
