摘要:
投资的民主化是经济体制改革成功的标志, 这个过程是通过国有企业的改革实现的, 在计划经济年代国有企业是政府的 附庸, 国有资本的经营是依靠行政权力进行的—— 国有企业的经营没有按照市场的规则进行。从改革开放开始的国有企业改革, 首先是引入法人制度, 继而实施政府和其下属国有企业的分权, 然后又引入承包和租赁制度, 最后采纳公司股份化改造, 与此相 配套, 我国相继出台相关的国有资产管理制度, 此时, 至少从理论上实现了国有资本和行政权力的分离—— 实现国有资本经营的 民主化, 它标志着经济体制改革的成功。
Abstract:
The demo cra ti zatio n o f inv estment marks the success of economic system reform. This process is realized by the reform of state- ow ned enterpri ses. In pla nned eco nomic era, state- ow ned enterprises is the appendag es of administ ra tiv e o rg ans. At that time the ma nagement of state- ow ned capi tal did no t comply wi th the ma rket rules. With refo rm and opening up, the state- ow ned enterprises int roduced legal perso n system, then the cont ract a nd tena ncy sy stem w ere used. Final ly w e accepted company sy stems. Meanw hi le lot s of systems on sta te- ow ned capital reg ulation w ere produced. At this time, theoretically, the state- ow ned capi tal had been departed f rom administ rative pow er- the reali zatio n o f sta te- ow ned capital democrati zatio n ma rked the success o f eco nomic system refo rm. Eco nomic reform and po li tical reform are connected firmly. The success o f economic sy stem refo rm press for the political system reform because the essence and aim o f poli tical sy stem reform i s the continui ty of eco nomic sy stem reform.
