用善治理念改革公共行政体制的浪潮已在全球兴起, 中国也不例外。应将政府管理改革的目标定位为建设全新的“以人为
本”的服务型政府。这要求在政府与社会、市场关系、行政审批制度改革等方面重点推进改革。
- Abstract:

Currently, based on the idea of goo d gov ernance, the t ide of r eforming public administ rat io n is
rising all r ound the w or ld as well as in China. It is generally agreed that the g overnmental r eform in China
started on the backgro und of “g overnmental failure", including policy- making failure, low ef ficiency , excessive
expansion of g overnment scale and co rrupt ion. Acco rdingly , the co nstr uct io n of a new " peoplefirst"
ser vice- oriented g overnment is preferable, w hich requir es impr ovement in the relat ionship among
go ver nment , society and market , and in administ rat iv e approval sy stem and so on.
