摘要:
北京政府的修约实践及努力,是近代中国反对不平等条约斗争史上的重要一环。北京政府时期以中比商约期满为契机,掀起了与各国修改商约的外交浪潮,其中尤以中日商约交涉最为当时舆论瞩目。驻日公使汪荣宝几乎见证了中日改订商约交涉的全过程,特别是在北京政府后期进行的中日商约谈判中发挥了建设性的作用,推动商约交涉迈出实质性的步伐。但是,日本方面的一味拖延,以及交涉中中国自身存在的种种局限,严重制约了商约交涉的进展。
Abstract:
Practices and efforts of the revision of treaties in the period of the Beijing Government was an important part of anti-unequal treaties revolution in modern China. The Beijing Government took the opportunity of the termination of a commercial treaty between China and Belgium, and created the diplomatic wave of amending commercial treaties among China and other countries, especially the negotiation of the Sino-Japan commercial treaty which was the focus of the public. Wang Rongbao, the ambassador to Japan, almost witnessed the whole process of the negotiation of the Sino-Japan commercial treaty. Especially in the negotiation of the Sino-Japan commercial treaty in the later period of the Beijing Government, he made constructive contributions and promoted the substantive progress of the treaty. However, due to a long delay by Japan and Chinese limitations, the advance of the Sino-Japan negotiation was seriously restricted.
