摘要:
保障农民土地权益是城乡一体化的关键。“三集中”、“三置换”、“三大合作”等做法既节约集约土地的利用，又能保 障农民土地权益。新型城镇化进程中要做到保障农民土地权益，要将保障农民的基本利益作为出发点和根本目的，一定要走集 约节约型的新型城镇化道路，要坚持以土地制度为核心的体制机制整体创新，同时要采取行政手段与市场机制相结合的方式来 推进，要坚持农业基础地位、推进农业现代化。
Abstract:
The protection of farmers' land rights is the key to promoting urban － rural integration． “Three focuses”，“ Three replacements”，“Three cooperation”and other measures not only save the intensive land use，but also protect farmers’land rights and interests． In the new urbanization process，to protect farmers'land rights and interests，we must take the protection of farmers'basic interests as the starting point and ultimate purpose，must take the road of intensive conservation of new urbanization，must adhere to the overall system and mechanism innovation taking land system as the core，must combine administrative measures and market mechanisms，must stress the status of agriculture as the foundation to promote agricultural modernization．
