摘要:
“撤村转居”是在城市化建设中探索出的一种发展模式。农村村民委员会和社区居民委员会在社会管理职能、土地制 度、户籍制度等方面存在巨大差异。撤村转居工作当前在思想认识、管理职责、资产管理、人员安排等方面还存在着一些误区 和实际困难，应加强和完善配套法律法规、民主解决资产处置、妥善安排工作人员、积极推行社区自治，以稳妥推进环太湖地 区城市化进程。
Abstract:
“Transformation from ＲVC to CＲC”is an initiative development mode for urbanization． Ｒural villager committee ( ＲVC) and community resident committee ( CＲC) present dramatic differences in community management， land policies and village household register systems． There are some misunderstandings and practical difficulties in mindsets，management responsibilities，asset management，and resident settlement in the“transformation from ＲVC to CＲC”． Accordingly，countermeasures are put forward to improve the relevant laws，deal with assets democratically，settle staff properly，and proactively motivate community autonomy，so as to press ahead the progress of urbanization around Taihu lake area．
