随着信息技术的发展，微博成为网络时代的一种高效的媒介，成为沟通公民与政府的载体之一。公民参与微博问政具
有主体的多样性、表达的便捷性和互动的开放性等特点。微博问政在现实生活中遭遇约束力低、受众面小、信息碎片化、舆情
监控难度大等困境，阻碍了公民有效参与公共事务管理。为了完善公民参与微博问政，建立多中心治理模式，政府必须采取各
种措施来有效应对。
- Abstract:

With the development of information technology，microblogs have become an efficient communicative
medium to connect citizens and government in the network era． Microblogs for political commenting embody some
characteristics，such as subject diversity，convenient expression and interactive openness． Yet there are some obstacles，
for example，low binding，narrow covers，fragmentized information and monitoring difficulty，which discourage
citizens’efficient participation in public affairs． To perfect citizens’participation in political commenting
by microblogs and to build up a polycentric governance mode at the same time，government should take various
measures．
