摘要:
十七届五中全会把改善民生、实现民富摆在了前所未有的高度, 这对推进当代中国政治发展, 缩小贫富差距, 提升政府 公信力, 实现社会和谐稳定具有积极意义。目前在改善民生过程中还面临着观念束缚、能力不足、制度缺位和职能滞后的政治障 碍, 因此, 当前要继续解放思想, 强化科学发展理念, 推进社会主义民主政治建设, 不断提高各级领导干部分析问题和解决问题 的实际能力, 完善相关体制, 实现政府职能的根本转变。
Abstract:
The Communist Party of China lays st ress on impro ving people' s livelihood and bringing pr osperity to the Chinese peo ple in a prominent po sit io n in the Fifth Plenary Session o f the Party' s Sev enteenth, w hich is o f great sig nif icance to promote the development o f contempor ar y polit ics and nar row the gap betw een the rich and the poor , enhance the people's t rust in the g overnment and achieve so cial harmony and stability. Current ly in the process o f improv ing people' s livelihood, there exist such po litical obstacles as the const raint of co ncept , lacking of administ rat ive capacity, sy stem v acancy and the delay of gov ernment funct io ns. It is therefo re ver y important to cont inue to emancipate the mind, intensify the Scient if ic Out loo k on Development, push fo rw ar d the const ruct ion o f socialist democr at ic polit ics, improve the analyt ic ability and problem- solving ability of each leader at all level s, perfect the relev ant sy stem and achiev e the fundamental t ransformation o f the g overnment funct ions.
