摘要:
“公平与正义”是建设服务型政府追求的必然价值, 公共服务均等化是社会公平的重要体现。嘉兴作为全国统筹城乡发 展的先行地, 不仅从公共服务的政府输入和公共产品输出方面强调城乡居民的均等享有, 还从实现公共服务均等的机会、保障等 方面强调政府责任。这种责任所体现的不仅是政府道义上的责任, 更是以公共服务均等化促进城乡一体化的制度安排。
Abstract:
“Fairness and ju st ice”is the pu rsu it of necessary value in bu ilding service- o rien ted governmen t. The equalizat ion of pub lic services is an impo rtan tman ifestat ion of social ju st ice. J iax ing, as the f irst p lace of comp rehen sive arrangemen t fo r Ch ina’s u rban and ru ral developmen t, no t on ly emphasizes the equalizat ion of u rban and ru ral residen t s in the governmen t inpu t of pub lic services and ou tpu t of pub lic goods, bu t also st resses the Governmen t’s respon sib ility f rom the oppo rtun ity and p ro tect ion of realizing pub lic services. The respon sib ility ref lect s a mo ral respon sib ility of the governmen t, and a system arrangemen t of the in tegrat ion of u rban and ru ral areas p romo ted by the equalizat ion of pub lic services.
