摘要:
“和谐社会”是当今中国社会发展的主流, 可是各类突发公共事件却越来越成为构建和谐社会的隐患, 如何有效应对、妥 善处理并预防类似“太湖蓝藻”突发事件的发生, 维护环境安全, 已成为环境保护工作的重大新课题。面对环境安全事故及跨流 域、跨区域环境污染事故的频繁发生, 应从排查污染隐患、建立完善的环境应急响应体系、加强环境应急基础设施建设等方面入 手, 减少事故的发生, 减轻对环境的危害。归根结底要靠各级政府积极改变行政理念, 在政府行政与自然环境的博弈中寻求一个 支点使其达到平衡。
Abstract:
“Harmonious so ciety ”is the mainst ream of contemporary China's social dev elo pment , but all kinds of public emerg ency has increasing ly become a hidden dang er to building a harmonio us society. It has become an important new to pic fo r enviro nmental pr otect io n to ef fectively respond to, properly handle and pr ev ent the emergencies similar to “blue - g reen alg ae in T aihu Lake”, and maintain environmental security. In face o f the frequency of enviro nmental safety incident s and inter - basin and inter - regional enviro nmental pollut ion accident s, some measures such as should be taken f rom invest igat ing potent ial co ntamination, establishing a so und environmental emer gency response system, and str engthening enviro nmental emerg ency r esponse inf rast ructure to reduce accident s and harm to environment . In short , go ver nment s at all lev els should chang e their administ rat iv e co ncept posit ively and seek a pivo t to reach a balance betw een go vernment administr at ion and natural environment .
