摘要:
现行的高校科技创新机制在科技资源配置、科研部门合作及科研主体激励上存在缺陷和不足, 应该从科研创新的过程激 励和评价激励两方面来变革高校科研创新机制, 使科技资源得到合理配置, 科研部门得以协调合作, 科研主体得到有效激励, 从 而促进高校科研创新实力的增强。
Abstract:
T here are some defect s ex ist ing in sci- tech resource allocation, scient if ic and research department cooperat ion and subject inspirit in scientif ic and research innovation mechanism of colleg es and universit ies. Such measures should be taken to reform the mchanism in process inspirit and evaluat ion inspirit so as to st rengthen the capacity of scient if ic and research innovation.
