摘要:
农民集中居住的基础和动力是产业集聚, 而人口集居促进了消费, 带动了第三产业的发展, 从而增强了产业发展的能力; 农民集中居住, 提高了城市化水平, 节省了大量的宅基地和农村道路用地, 提高了土地的集约利用, 加快了土地向农业规模经营 集中。城市化进程中农民集中居住的动因为: 工业化、农业产业化、城市化和农民市民化; 农民集中居住意愿表现为自发性意愿 和政府推动后意愿, 其意愿存在着推进因素和制约因素, 也存在着一些政策性问题。政府应在建立健全集中居住后农民的社会保 障机制, 深化土地制度改革、挖掘各中心
Abstract:
Indu st ry agglomerat ion is the foundat ion and driving fo rce of farmers’ concen t rat ion residence, w h ich p romo tes the con sump t ion, mo t ivates the developmen t of the tert iary indu st ry, thu s st rengthen s the indu st rial developmen t; Farmers’ concen t rat ion residence raises the u rban ized level, saves the massive homesteads and the farm road land, enhances the land in ten sive u se, and speeds up the cen t ralizat ion of land to the agricu ltu re large - scale managemen t. Indu st rializat ion, agricu ltu re - indu st rializat ion, u rban izat ion and farmer- cit izen s con t ribu te to farmers’ concen t rat ion residence. The farmers concen t rate the hou sing either spon taneou sly o r impelled by the governmen t w ith the facto r of advancemen t, rest rict ion and some po licy- type p rob lem s. The governmen t shou ld take the p ract icalmeasu res such as e2 stab lish ing farmer’s social secu rity mechan ism , fu rther deepen ing the land system refo rm , estab lish ing long- term emp loymen t t rain ing mechan ism , increasing investmen t, and so on.
