摘要:

传统农村社会救助在解决农村贫困问题的过程中存在许多缺陷, 如覆盖面窄、标准低、法制建设滞后等。建立农村最低 生活保障制度不仅能克服传统农村社会救助的缺陷, 而且有利于完善农村社会保障制度、促进农村经济的发展。农村低保工作在 开展的过程中会产生诸多问题, 还有待解决。

Abstract:

There are many draw back s in the t radit ional social assistance system w hen it is u sed to so lve the poverty p rob lem in ru ral areas. Fo r in stance, rest ricted app licat ion, low standard, backw ard con st ruct ion of law system and so on. The estab lishmen t of the m in imum life guaran tee system of ru ral residen t s can overcome the defect s of the t radit ional social assistance system , bu t and imp rove the social secu rity system in the Coun t ryside as w ell. O f cou rse, there are some inevitab le p rob lem s arising in carryiong ou t the system in the coun t ryside are to be so lved.
