摘要:
高等教育的迅猛发展使许多高校依靠商业贷款进行扩建, 这种建设贷款潜伏着很大的财务风险和政治风险。这种风险的成 因主要有: 政府和高校管理者风险意识不足; 对扩招后的高校发展未能形成科学的思路; 贷款决策机制不够健全, 贷款规模缺乏 科学的测算; 出现贷款风险时应对不及时等。政府和高校管理者要切实加强防范意识, 采取有效措施控制高校建设高额贷款可能 带来的风险。
Abstract:
The fast development of higher educat ion makes inst itut io ns of higher educat io n depend on commercial lo ans to carry on the ex pansio n. T his type of const ruct ion loans incubates serious f inancial risk and po litical risk. The cause of the risks is, first ly, that the g overnment off icials and the administ rato rs of inst itut ions of higher education lack the r isk aw areness. Secondly , they do not hav e a scientif ic st rategy of expansio n tof it the situat io n of over- recruitment . T hirdly , the mechanism of the lo an- making po licy is far f rom being sound. Fo ur thly , the scale of loans lacks scientif ic calculat ion. Fif thly, there are no counter plans in t ime w hen the risk appears. The gov ernment of ficials and the administr ator s of inst itut io ns of hig her educat ion should have the risk aw areness and adopt valid measures to contr ol the risk.
