次人才是办学的关键。在具体的人才引进工作中, 要善于发现具有高成就需要的高层次人才; 着力营造人才实现高成就的环境;
高度重视高成就需要者的归属需要和权力需要。

DavidM cClelland’s need theory is a classical need theo ry in research of personnel capital. The
recru itment of h igh- level talents is the key to the un iversity that is eager to enhance it s academ ic level.
Therefore, we must know w ho have st rong needs of academ ic achievemen t, create the environmen t
suitable for achieving successes and pay attention to their need fo r pow er.
