摘要:
提出民主的广义语义和约定语义两个概念, 由此引出两点结论: 任何执政党的执政地位都不是与生俱来的、一劳永逸的; 人民的民主能力也不是与生俱来的。对于广义语义的民主而言, 执政为民就是立党为公, 具体内容是满足人民的物质生活、社会 生活、精神生活三方面的需要。对于约定语义的民主而言, 执政为民就是提高人民的民主能力、引领民主进程, 具体做法应是发 展生产力、发展教育、培育民主意识、建设民主制度和推进经济的市场化改革。
Abstract:
Two concepts are proposed: the general meaning and agreed- upon meaning of democracy. The two concepts lead to two truths. One is that a ruling party was not bo rn w ith pow er and will not remain in pow er wi thout g reat effort. The other is tha t the people were not bo rn w ith the ability to enjoy democracy. In the g eneral sense of democracy , gov erning the state for the people is being in power for the people, w hich speci fically mea ns sa tisfying the people 's ma terial, social and psychological needs. In the ag reedupo n sense, g ov erning the state for the people means improving the people 's ability fo r demo cracy a nd g uiding the process of democrati zation, which is embodied in the party 's effort s to raise productivity, improv e educatio n, crea te a democratic system and promo te market economy.
