英国是世界上最早完成工业革命的国家, 但是在欧美各国中英国建立国家控制的国民教育体制却比较晚。其原因很多, 但
宗教因素对英国形成国民教育体制的形响非常深远。在1 8 7。年《教育法》颁布以前, 英国的各宗教团体尤其是国教在为工人阶
级子女提供教育机会方面做出了重大贡献, 但与此同时, 宗教团体也对国家千预教育的意图进行了抵制和阻挠, 延缓了英国国家
控制的国民教育体制的形成进程.

England went first in finishing the Industrial Revolution,but she failed to be among the first group in Europe and America in establishing national education system.The reasons of it are very complicated,but among them,the religious factor is an influential and crucial one.Before the Education Act of 1870,the religious groups,especially the Established Church,played important role in providing education for the working—class children.But at the same time,these religious groups acted very strongly against the state control over the education of the poor,regarding it as an infringing on the established right of churches.Thus,the establishment of a natonal education system in England was delayed greatly by the resist and opposing of these religious powers.
