- Abstract:

This article analyzes the causes of the cadres not being ready to work both at the top and at the grass roots,and points out that the work should be broken through by working in coordination,pushing it forward progressively from all aspects.This consists,essentially,of tigntening up the cadres system,perfecting the necessary measure of this work,optimizing an appraisal atmosphere,perfecting a check up method,tightening up the management and supervision on the cadres and improving the distribution system,etc.
