政府预算收支原则, 是政府组织预算收入, 按排预算支出的指导思想。平衡原则是我国预算收支的支配性原则。本文辩证
的分析了非均衡原则的缺陷, 平衡原则对经济的调节功能及存在的局限性, 从理念论述了政府预算平衡应选择的辩证方式。

The principle o f gov ernment budg etary income and ex penditure i s the guideline fo r the
g overnment to orga ni ze budg eta ry receipts and arrang e budg eta ry expendi ture. The balance pnncipie i s the
most important one for natio nal budg etary income and expendi ture. Thi s article dialectically analyzes the
shortcoming s in the non- balance principle; the reg ula ting functio n tow aed the eco nomy by the balance
principle and it 's limi ts. Theo retically, i t sta tes the dialectical measures fo r the gov ernment budg etary
balance.
