摘要:
共同富裕是社会主义的本质含义和根本追求,分配正义是共同富裕的内在要求与价值标尺。在共同富裕的整体性视域下追求分配正义,要构建生产资料公有制原则、按劳分配原则、机会平等原则以及社会保障原则。在制度上充分发挥三次分配的联动效应:坚持以市场为主体的初次分配制度以建构分配正义基础; 坚持以政府为主体的再分配制度推动分配正义落实; 坚持以社会非政府部门为主体的三次分配制度从而实现对分配正义的完善与补充。立足新时代背景,在分配正义四大原则指引下,应坚持和完善社会主义基本经济制度,规范资本运行; 提高劳动力等级、保障劳动者权益; 缩小群体、地区、个人收入与机会差距; 健全公共服务与社会保障体系,由此规制一条分配正义的实践路径,扎实推进共同富裕早日实现。
Abstract:
Common prosperity is the essential connotation and fundamental pursuit of socialism, and distributive justice is the inherent requirement and value standard of common prosperity. In the pursuit of distributive justice under the holistic perspective of common prosperity, the principles of public ownership of the means of production, distribution according to labor, equality of opportunity and social security should be constructed. In terms of the system, the linkage effect of the three distributions should be given full play to: insisting on the market-based primary distribution system to build the foundation of distributive justice; insisting on the government-based redistribution system to promote the implementation of distributive justice; insisting on the social nongovernmental sector as the main body of the three distribution system to achieve the perfection and supplementation of distributive justice. Based on the background of the new era, under the guidance of the four principles of distributive justice, it is necessary to adhere to and improve the basic socialist economic system, regulate the operation of capital; improve the rank of labor force and protect the rights and interests of laborers; narrow the income and opportunity gaps among groups, regions and individuals; and improve the public service and social security system, so as to regulate a practical path of distributive justice and promote the early realization of common prosperity.
