摘要:
石化产业是江苏的支柱产业,产值占比较高,目前已历经多次专项整治,对行业结构调整、节能减排起到了较好的推进作用,但仍未能达到“高质量发展”的要求。文章对江苏石化产业现状进行调研,分析并挖掘制约江苏石化产业发展的主要因素,提出江苏石化产业高质量发展的战略思路和关键举措。行业主管部门应正确认识石化产业的重要地位,持续关注石化产业的发展。地方政府要通过政策支持和舆论引导实现由“主导”向“引导”的角色转变; 企业要通过强化主体责任、重视安全管理、推进技术创新实现产业绿色升级; 社会组织要建立规范协调和监测预警机制促进产业绿色发展。
Abstract:
Petrochemical industry is a pillar industry in Jiangsu Province with a high proportion of output value. At present, it has undergone several special rectifications and has played a better role in promoting structural adjustment, energy saving and emission reduction, but it is still unable to meet the requirements of “high-quality development”. This paper investigates the current situation, analyses and excavates its bottleneck constraints, and puts forward the strategic thinking and key measures for the high-quality development of Jiangsu petrochemical industry. The relevant administrative department should correctly recognize the important position of petrochemical industry. Local governments should change the role from “leading” to “guiding” through policy support and public opinion guidance. Enterprises should achieve the green industrial upgrade by strengthening the entity responsibility, emphasizing safety management, promoting technological innovation. Social organizations should promote the green industrial development by setting up the mechanism of standardized coordination, monitoring and warning.
