中国经济的迅速增长导致了对化石能源的巨大消费,空气中排放的二氧化碳(CO2)日益增加。为了应对日益恶化的环境问题,中国各级政府都在采取各种措施减少CO2排放。估算CO2的边际减排成本可以为政府和厂商制定碳减排政策提供依据。文章基于方向性距离函数构建了一个同时考虑期望产出和非期望产出的效率模型,给出了相应的非期望产出影子价格计算方式,并且证明了影子价格和边际减排成本的表述是一致的。在此基础上以二次型函数参数化方向性距离函数并分别以线性规划方法和线性回归方法对未知参数进行估计。以中国大陆地区30个省级行政区域2006—2014年间的投入和产出数据进行了CO2边际减排成本的测算,通过对估算结果的讨论提出了相应的政策建议。
Abstract:
The rapid economic growth of China results in a huge demand for fossil fuels, which causes a lot of CO2 emission. To solve the worsening environmental problem, Chinese governments of all levels are trying every means to reduce CO2 emission. Cost estimations of marginal abatement can help policy makers and firms devise CO2 abatement policies. In this paper, an efficiency model is built including desirable and undesirable outputs based on directional distance function. The shadow price calculation formula for the undesirable outputs is presented. It also mathematically proves that the shadow price and marginal abatement costs are consistent by definition. In the empirical section, a quadratic function is used to parameterize the directional distance function and the linear programming is employed as well as the corrected OLS method to estimate the parameters. The data set is the provincial level input-output data for 30 Chinese provinces from 2006 to 2014. With the estimated parameters, the shadow prices of each observation can be calculated. Policy suggestions are made from the empirical results.
