摘要:
基于A市N镇的实地调研,以新农合政策的具体实施为例,对地方政府的公共政策执行力进行探究,发现地方政府公共政策执行力存在执行不力、执行扭曲以及执行低效等问题。其原因包括地方政府政策执行时具有自利性倾向、政策执行主体的机构设置不健全、公共政策自身的缺陷以及政策目标群体对公共政策价值判断偏向等。因此,要提高地方政府公共政策执行力,就需要整合央地利益诉求,完善公共政策的制度设计,建立专业化的政策执行机构,提高政策目标群体的政策认同度,提高地方政府的资源整合力。
Abstract:
Based on the field research of N Town, A City, taking new rural cooperative medical care policy execution as an example, it studies the public policy executive ability of the local government. There exist some problems like poor, distorted and low efficient execution. Causes include the self-interest tendency of the local government in policy execution, unsound institution settings of the policy execution body and the biased value judgment of public policies by policy target groups. Therefore, in order to enhance the public policy executive ability of the local government, it is necessary to integrate the central and local interest claims, perfect the design of public policies, establish professional policy execution institutions, promote the policy recognition degree of policy target groups and enhance the integration competence of the local government.
