摘要:
十六大报告在很多方面有许多创新点, 在民主政治建设上也不乏创新, 首次在党的报告中提出建设社会主义政治文明的目 标与要求; 将党的领导、人民当家作主和依法治国在民主政治建设中正确定位; 在前几年司法改革的基础上, 触及关键与核心, 进一步提出推进司法体制改革的任务和路径; 强调了程序在民主政治建设, 特别是诉讼中的价值和作用。
Abstract:
The report of the 16th congress makes pro gress in many aspect s, part icularly in the development of the democrat ic po lit ics. It is the first time for our party to put forw ard a goal and demand of constructing so cialist political civilizat ion in a report of the communist party . The repor t confirms the r oles of the party' s leadership, the leaders of the P. R. C. and the law in the const ruct ion of the democrat ic po litics. On the basis of the judicial refo rm, the report str ikes the core and point s out the way to reform judicial system. The report emphasizes the value and funct ion of the procedure in the const ruct ion of the demo crat ic pol it ics, especially in litigation.
