摘要:
江苏基层“三整合”改革围绕加强基层党组织建设、优化审批服务和公共服务、组建综合行政执法机构、统筹基层网格、建立综合指挥平台等展开,存在治理理念落后、部门权责边界模糊、沟通协商机制不健全、综合指挥平台效益低、人才管理制度失衡等问题,可以采取培育整体性治理思维、明确权责边界、构建扁平化组织结构、破除部门间藩篱、完善人事管理制度等措施加以解决。
Abstract:
The “three integration” reform at the grassroots level of Jiangsu centers around strengthening the grassroots party organization construction, optimizing approval and public services, establishing comprehensive administrative law enforcement institutions, coordinating grassroots networks, and establishing command platforms. There exist problems such as outdated governance concepts, blurred boundaries of departmental powers and responsibilities, inadequate communication and consultation mechanisms, low efficiency of comprehensive command platforms, and imbalance in talent management system. Measures can be taken to cultivate holistic governance thinking, clarify the boundary of power and responsibility, build a flat organizational structure, break the barriers between departments, and improve the personnel management system.
