摘要:
推进城乡共同富裕的关键点和现实短板是农村发展,农村公共服务高质量供给能够促进农村经济社会的高质量发展,这对实现城乡共同富裕具有深远意义。基于马克思主义分析视域,构筑了农村公共服务高质量供给驱动城乡共同富裕发展的机理架构,并检视了农村不同层次公共服务的低质量供给掣肘城乡共同富裕发展的现实镜像,据此提出了相应对策。城乡共同富裕蕴含着“城乡”“共同”“富裕”三重战略内涵及目标,应以农村公共服务高质量发展为驱动力,以数字化治理为手段,统筹推进农村经济性、保障性和发展性三层次公共服务高质量供给,打造城乡共同富裕之“一体三翼”实现路径。
Abstract:
Rural development is the key point and the realistic weakness in promoting urban and rural common prosperity. The high-quality supply of rural public services can accelerate the high-quality development of rural economic society, which has far-reaching significance for realizing the urban and rural common prosperity. Based on the horizon of Marxist analysis, it constructs the mechanism and framework of high-quality supply of rural public services to promote urban and rural common prosperity, testifies the realistic pattern of low-quality supply of rural public services which impedes the development of urban and rural common prosperity from different levels and puts forward corresponding measures. The urban and rural common prosperity contains triple strategic connotations and aims which are “urban and rural”, “common” and “prosperity”. To achieve these, high-quality development of rural public services should be taken as the drive, digital governance as the means, and the high-quality supply of rural public services should be promoted at three levels, namely, economy, security and development. Thus, the implementation path of “one body and three wings” of urban and rural common prosperity can be constructed.
