摘要:
在乡村振兴背景下,农村经济飞速发展,农民群众的生活水平日益提升。与此同时,农村的生态环境污染问题逐渐凸显,尤其是农村水污染问题,严重制约着新农村生态环境的可持续发展。现阶段,乡村振兴对农村水污染防治法律制度有了新的要求。但目前我国农村水污染防治法律制度存在多方面的不足,如水污染防治立法忽视农村环保问题、法律法规粗疏、监管制度和公众参与制度不完善等,应当通过转变立法理念、完善农村水污染防治法律规范、健全农村水污染防治监管制度、完善公众参与机制等方式,不断完善现有农村水污染防治法律制度。
Abstract:
Under the background of rural revitalization, rural economy is developing rapidly and the living standard of farmers is improving day by day. At the same time, the problem of rural ecological environment pollution, especially the problem of rural water pollution, seriously restricts the sustainable development of new rural ecological environment. At present, rural revitalization puts forward new requirements for the rural water pollution prevention and control legal system. But there exist many deficiencies in China's rural water pollution prevention and control legal system, for example, the rural environmental protection problems ignored by the water pollution prevention and control legislation, slack laws and regulations, and the imperfect supervision system and public participation system, which should be dealt with by changing legislation ideas, improving laws and regulations of the rural water pollution prevention and control, perfecting the supervision system of rural water pollution prevention and control, improving the public participation mechanism in order to enhance the existing legal system of rural water pollution prevention and control.
