摘要:
合理配置科研资源及其投入强度,是提高国家或区域科技创新能力与创新绩效的基本前提。选择30个省域(含省、自治区、直辖市)2007-2016年的数据,运用面板效应模型研究科技投入对区域科技创新绩效的门槛效应。结果表明:不同科研投入强度下技术进步与区域科技创新绩效存在双重门槛效应。各省域科研投入强度存在空间差异,科研投入处于最佳投入区间的省域多位于国家东部,科研投入强度处于低强度的省域大部分位于国家的中部和西部地区。任何科研投入强度下,技术进步都是增强科技创新绩效的主要动力。因此,省域政府要根据实际调整科研投入强度,使各地区间的创新资源配置更加合理,打造科技创新平台,推动基础技术进步,逐步减小科技创新绩效的空间差异。
Abstract:
Reasonable allocation of scientific research resources and investment intensity is the basic premise to improve the national or regional scientific and technological innovation performance. Panel data from 2007 to 2016 in 30 provinces were selected to study the threshold effects of technological progress and regional scientific and technological innovation performance under different intensity of scientific research input by the use of panel effect model. The results demonstrate that there exist the double threshold effects between technological progress and regional technological and scientific innovation performance under different intensity of scientific research input. It is found that there are spatial differences in the scientific research input intensity of each province. Most provinces with the best scientific research input intensity are located in the east of China, while most provinces with the lowest scientific research input intensity are located in the central and western regions. Technological progress under different scientific research input intensity is the main driving force to promote the performance of scientific and technological innovation. Accordingly, the provincial governments should adjust scientific research input intensity according to the actual situations, strengthen the optimization and allocation of innovative resources among different regions, build scientific and technological innovation platforms, pay attention to the technological progress of infrastructure, and narrow the spatial differences of scientific and technological innovation performance.
