摘要:
在高度流动性的背景下,我国工业化尚未彻底完成却陷入后工业社会语境,社会政治经济面临着全新的挑战,管理型政府与法治型社会管理模式已经捉襟见肘。在管理型政府向服务型政府转型和合作治理社会的模式逐渐取代了法治型社会管理模式的发展潮流下,行政责任的个人维度,既是行政人员行动中自我概念的逻辑延伸,更是以他者为核心的自我,愈加强调行政人员自我道德的完整性,降低个人责任与公共责任的双重冲突。行政人员应转换物化的思维方式、构建以价值理性为核心的独立人格,同时借助合理的制度设计与公民参与的社会监督与权力制约机制,实现个人责任。
Abstract:
In the context of high liquidity, China’s industrialization has not yet fully completed, but has already fallen into the context of post-industrial society. The social and political economy is facing new challenges. The management-type government and the rule-of-law social management model have been overstretched. Under the developing trend of the management-oriented government transforming to the service-oriented government and the rule-of-law social management model gradually replaced by the cooperative governance society model, the personal dimension of administrative responsibility is not only the logical extension of the self-concept of administrative personnel, but also the self with the other as the core, more emphasis on the integrity of the administrative personnel’s self-ethics, reducing the double conflicts between personal responsibility and public responsibility. The administrative personnel should transform the materialized thinking mode and construct the independent personality with the value rationality as the core, and at the same time the personal responsibility should be realized by means of reasonable institutional design and social supervision and power restriction mechanism of citizen participation.
