摘要:
提升乡镇政府文化服务能力是加快建设服务型政府、推进政府治理能力现代化的内在要求。乡镇政府文化服务能力包括文化资金保障、文化资源供给、人力资源配置和服务效能评估等内容。目前我国乡镇政府文化服务能力建设存在公共文化财政投入不足、文化基础设施硬件老化、文化人员队伍发展缓慢和文化服务评估效益低下等问题。应从调整投资结构、加大投入、完善管理机制、重视队伍建设、完善评估体系、搭建服务平台等方面着手,不断提升乡镇政府文化服务能力。
Abstract:
Promoting the cultural service ability of the township government is the inherent requirement for building a service-oriented government and enhancing the modernization of government administrative ability. The cultural service ability of the township government includes cultural fund guarantee, cultural resources supply, HR allocation and service efficiency evaluation, etc. At present, there exist some problems in the construction of township government cultural services in China, such as a lack of public cultural and financial input, facility aging of cultural infrastructure, slow development of cultural talents team, and low efficiency of cultural service evaluation. Methods should be taken to adjust the investment structure, increase investment, improve management mechanism, emphasize team construction, improve evaluation system and build service platform so as to enhance the cultural service ability of township government.
