摘要:
编辑初审是把握学术论文质量的第一道防线。初审不仅要求编辑要具有较强的学术鉴别能力，而且要有公正的职业道德。要从增强编辑的责任意识、优化编辑的初审程序、完善编辑的知识结构、充分利用网络资源和规范编辑的考核激励制度等方面规范编辑初审行为，提高编辑初审的质量。
Abstract:
Editor's preliminary examination is the first line to guarantee the quality of academic papers. Preliminary examination requires editors to have not only strong academic appraising ability, but also fair professional ethics. To standardize the editors' behavior and improve the quality of preliminary examination, it should enhance editors'sense of responsibility, optimize editor's preliminary examination procedure, improve the knowledge structure of editors, make full use of network resources and standardize assessment and incentive systems and so on.
