摘要:
西藏经济中存在二元经济结构的发展趋势，农牧业剩余劳动力转移困难，西藏城镇化、工业化发展滞后，难以有效吸纳农牧区剩余劳动力，同时，在城镇就业的农牧业流出劳动力贡献率低下、处于社会边缘，在工作中很难积累人力资本。应从寻求与劳动力互补的投资、大力培育农村市场、推进工业化建设、发展教育事业等方面，促进西藏经济社会转变。
Abstract:
There is a development trend of dual economics in Tibetan economy. Some problems exist, such as difficulty in agricultural and pastoral surplus labor transfer, backward urbanization and industrialization development, ineffective absorption of surplus labor. Meanwhile, the contribution rate of transferredlabor force from agricultural and pastoral areas to cities is low. They're marginalized and find it difficult to accumulate human capital from work. We should seek labor complementary investment, vigorously foster the rural market and promote industrialization and development of education and so on, to promote Tibet's econmoic and social transformation.
