摘要:
健全完备的社会政治系统应该包括决策、执行、监督等环节。上述环节在张闻天的党政关系建构中非常清晰。抉择层面, 执政党主要是政治方向、大政方针、思想导向等的合理规划者; 权力位阶方面, 人民代表大会的作用或先在性位于政党之前, 政 党和政府时时、处处都处于人大的监督视角领域; 政党如果要集中精力解决战略和发展方向的事项, 不可不限定权力域, 它们之 间应有一个权力的过渡和中介: 人民代表大会。政党的决策决定必须经过人大和政府的讨论、审议、补充、修正、最终付诸实施。
Abstract:
A so und social and polit ical sy stem should include decision - making, implementat ion, monitoring and other aspect s, w hich is v ery clear in the Party and g overnment r elat ionship put forw ard by Zhang Wen—t ian. In the decision lev el , the Communist Party is the planner o f the polit ical direct ion, major pol icies, and ideo logical orientat ion; in the pow er rank, the r ole and presence of the Peo ple' s Congress are prior to the Party. The go vernment and the Par ty are r eg ulated by the National Peo ple' s Congress all the t ime and everyw here. If the Party w ant s to focus on st rateg ic issues and development direct ion, the domain of pow er must be specified. T here should be a t ransit ion and intermediar y o f pow er betw een them: National People's Co ng ress. The decision made by the Party must be discussed, ex amined, added, amended, and ult imately implemented by the Nat ional People' s Congress and the g overnment .
