摘要:
农村发展的落后与大量的高素质农民工外出有着很大的关系, 如果能够采取有效措施, 积极发挥和利用返乡农民工的潜 在优势, 他们将会组成有文化、懂技术、会经营的新型农民最有效的人力资源库, 极大缓解农村发展面临的人才危机和治理危机, 成为推动农村改革发展的中坚力量, 同时必将给当前农村的物质和精神文明带来一次较大洗礼。
Abstract:
A lar ge number of hig h qual ity farmer going- out causes the backw ardness in rur al areas. If effect ive measur es are taken to ex ert potent ial advantages of migrant w o rkers r eturning home, they w ill be the most ef fect ive human resources armed with culture and technolo gy and understanding operat ion and management , w hich w ould great ly ease manag ement and talent s crisis in rur al dev elo pment . T his nuclear fo rce will promote r ural r eform and at the same time bring a bapt ism of material and spiritual civilizat ion in rural areas.
