我国城市土地资源配置正处于一个从无偿、无限期、无流动使用向有偿、有限期、有流动使用转化的阶段, 问题较多。必
须防止认识上的三个偏差, 全面实行国有土地有偿使用制度, 增强政府对土地一级市场的垄断能力, 配套熟化土地, 实行土地招
标拍卖, 加强对土地收益的征收和使用管理。

T he al locat ion o f land resource in our count ry undergo es a t ransitio n fr om f ree, endless use
w ithout circulat io n to paid, limited use w ith circulat ion. Many pro blems arise. Measur es sho uld be taken
to guarantee the rule of paying fo r land use, to enhance the gov er nment 's mono poly over the f irst - hand
land t ransaction, to implement the bidding mechanism and reinfor ce taxat ion and land management .
