摘要:
目前关于乡村治理结构的制度选择方案, 基本不适合西部地区农村的现实。西部乡村治理结构改革应以乡镇机构改革为 切入点, 变精简机构为改革运行机制, 将发展经济的职能从基层组织中剥离出来并上移到县和下移到农村经济合作组织, 通过一 定的制度安排, 使村民自治达到行政化和自治化的统一, 从而形成“县统筹、乡执行、村自治” 的治理结构。
Abstract:
The options fo r rural gov ernance st ructure presently are not very sui table for the rural conditions of West China. The breakthrough point, therefore, should be started f rom the reform of tow n and tow nship administ rative setups, reforming the operatio nal mechani sms other than simplifying the administ rative structure, taking the eco nomic dev elo pment function out of the primary organizations and giving it up to county g ov ernments and dow n to rural economic cooperation org ani za tions. By some systematic arrangement , the reali za tion of unifica tion of administ ration and autonomy will be obtained to form the gov ernance st ructure of “ county gov ernment s ' ov erall planning , tow nship g ov ernments ' executio n and villag e commit tees ' autonomy” .
